While the bill, known as the "Kelly Loving Act," was hailed by progressive lawmakers as a milestone for transgender rights, many Coloradans who opposed the bill say the governor's quiet signature is a telling indication of just how controversial the legislation had become. Parental rights groups and faith-based organizations who protested HB25-1312 throughout the session say the final version still undermines their fundamental freedoms. House Bill 1312 seeks to penalize "deadnaming" and "misgendering" as discriminatory actions and to mandate that the courts include such claims in determining the allocation of parenting time in custody cases. Children ‘Do not belong to government,’ Education Dept. warns Colorado on transgender bill

By Elizabeth Troutman Mitchell  | Daily Signal As Colorado lawmakers consider a bill that would take custody rights away from parents who diverge from transgender orthodoxy, the Trump administration’s Education Department says that children aren’t the property of the government. “Children do not belong to the government. They belong to parents,” Education Department spokeswoman Julie Hartman told The Daily Signal. The Colorado House of Representatives passed a bill April 6 that would remove kids from parents’ custody for behaviors such as “misgendering” and “deadnaming” a transgender-identifying child.
