By Carolynn Felling | KXRM-TV Fox 21 News A retirement community in Colorado Springs has not had warm water for weeks as our region continues to deal with dangerous arctic air–some residents have been forced to heat up water in bowls and cups in order to wash their hair, but the complex said they are finally working to fix the issues. “It’s been very uncomfortable,” said one resident who wished to remain anonymous at Medalion Retirement Community. It was the first time Xcel Energy preemptively switched off electricity in Colorado as a wildfire prevention tool, according to a company official. The practice, also known as public safety power shut-offs, has taken root in California and is spreading elsewhere as a way to keep downed and damaged power lines from sparking blazes and fueling the West’s more frequent and intense wildfires. By Thelma Grimes | Colorado Politics Funding for community-based programs to help Colorado’s older residents receive daily necessities, such as meals and transportation services, is dwindling, and the future looks bleak, advocates said.   The Colorado Association of Area Agencies on Aging (AAA) provides services to more than 56,000 seniors over 60 annually. The federal Older Americans Act and the Colorado Department of Human Services State Unit on Aging support the program. Statewide, there is a growing waiting list of older residents in need of services with AAA, which estimated it needs an annual budget of about $29.5 million just to maintain current levels.
