By Ashley Portillo | CBS Colorado It has been a long, frustrating summer for riders on RTD's light rail system, with multiple disruptive repair projects underway. The mass transportation system is undergoing a construction blitz, trying to make up for years of delayed maintenance in one summer. There is still no timeline for when the repairs will be finished. Currently, there are four different areas where the track is in such rough shape that trains have to slow down to just 10 miles per hour. These include slow zones on the D, E, H, and R lines. According to internal memos obtained by CBS News Colorado, Fitzgerald is under investigation for "alleged policy violations." The RTD Board of Directors voted unanimously Tuesday night to continue the program after the one-year pilot, which began on Sept. 1 and was scheduled to end Aug. 31. The transit agency touted the benefits of the program, saying schools reported a reduction in truancy while young people were given transit to work and extracurricular activities without worry about fare costs. “Zero Fare for Youth is helping RTD’s youngest customers understand how their new habits are aiding air quality in their communities and supporting their freedom to explore and gain independence,” RTD General Manager and CEO Debra A. By Brian Maass, Karen Morfitt | CBS Colorado As the Regional Transportation District grapples with crime issues on buses and light rail trains in the Denver metro area, CBS News Colorado has learned that its Chief of Police and Emergency Management, Joel Fitzgerald Sr., has been placed on leave as an outside investigator looks into alleged "policy violations." Fitzgerald was hired to head RTD's police force in August 2022. In recent years, RTD doubled its police force and took additional steps to protect drivers and passengers. By Ashley Portillo | CBS News Colorado Ten mph speed restrictions and longer travel times for RTD light rail users are causing significant frustrations for commuters traveling to and from the south Denver metro area. RTD says the slowdowns are due to "rail burns" and maintenance, along with other projects. Meanwhile, it has led to a push for more transparency from RTD on multiple fronts. Now, safety regulators with Colorado's Public Utilities Commission are intensifying their scrutiny of RTD, as is a local organization. PUC state regulators sent a letter to RTD last week, requesting information such as safety inspection results, schedules for completing inspections, and progress on repairs. By Marissa Ventrelli  | Colorado Politics A candidate for the Regional Transportation District board of directors has a criminal record spanning two states that includes multiple financial charges and accusations of animal cruelty. Robert Dinegar, a former RTD operator and candidate for District A, has been charged with a number of crimes, according to records shared by his opponent and independently confirmed by Colorado Politics.    Among those charges is a 1992 indictment for theft of over $400 but less than $1,500 in Boulder County, for which Dinegar was sentenced to two years in jail, as well as two DUIs that same year and a restraining order against his ex-wife.
