The memo, which provides more specific guidance after a Feb. 11 executive order from President Trump mandating layoffs, requires agencies to break down their plans for a reduction in force and broader restructuring of their agencies. Judge rules Trump administration can move ahead on mass government layoffs

U.S. District Judge Christopher Cooper ruled that federal law mandates the unions bring their challenge before the Federal Labor Relations Authority (FLRA), which adjudicates labor relations within the federal bureaucracy, rather than a federal district court.
